Producer Responsibility in Sweden – Rules and Reporting

To comply with producer responsibility regulations in Norway via us at Recipo these key steps must be followed. Below is a description of the important steps.

Registration with The Swedish EPA (Naturvårdsverket)

  • All companies registered in Sweden are required to register with Naturvårdsverket (the Swedish Environmental Protection Agency). No third party outside the company have the authority to perform this registration on behalf of Swedish companies, as per The Swedish EPAs regulations. An authorized person within your company must follow the Swedish EPAs registration process. To finalize the registration, you must select the categories for which you want to join (electronics, batteries and/or packaging), designate us as your ‘collective scheme’ and upload the agreement between your company and Recipo. Once this is done, the registration process will be complete.
  • If Recipo is your authorized representative (AR), we will handle the registration with the Swedish EPA on your behalf.

Authorized Representative (AR)

  • All EU-registered companies must appoint an AR according to Swedish legislation. However, this requirement does not apply to companies registered in Sweden.
  • The Swedish EPA does allow companies outside of Europe to designate an AR in Sweden, but it is not mandatory according to EU guidelines.

Reporting of POM (put on market) Figures:

  • As a WEEE (Waste Electrical and Electronic Equipment), battery or packaging customer at Recipo you need to report your POM (Put On Market) figures on your company page in Recipo’s reporting portal.
  • Reporting can be done monthly, quarterly, or annually, depending on the number of products you place on the market. For monthly or quarterly reporting, these reports must be completed by the 15th day of the month following the reporting period.
  • The final report for the previous year must be completed by January 21st of the year following the reporting period. Recipo then forwards this information to The Swedish Environmental Protection Agency (Naturvårdsverket) before March 31st each year.

4. Large equipment (any external dimension more than 50 cm)

5. Small equipment (no external dimension more than 50 cm)

6. Small IT and telecommunication equipment (no external dimension more than 50 cm)

7. Portable batteries

8. Built-in batteries

9. Small industrial batteries

Reporting Categories for packaging in Sweden:

1. Plastic

2. Paper

3. Aluminum

4. Steel plate

5. Steel plate

6. Wood

7. Ceramics

8. Textile

9. Miscellaneous

Reporting to the Swedish EPA, Approval, and Verification

– Recipo annually reports your POM figures to the Swedish EPA before March 31st of the year following the reporting period.

– No further verification is required from your side. You will receive an email from the EPA confirming the completion of your reporting.

Collection of waste

We collect existing amounts of waste and collaborate with our partners to quantify the waste corresponding to our customers’ sales. By analyzing sales data and waste quantities, we calculate our shares of this waste. The waste is then transported to our recycling facilities, where it is meticulously sorted, crushed, and broken down into various components. These components are subsequently sold to manufacturers who use them to create new products. Through this process, we close the loop and contribute to a more sustainable and efficient use of resources.
